The authors in conjunction with Keystone Wildlife Research collected baseline data (sightings and track counts) for Columbian Black-tailed Deer (Odocoileus hemionus columbianus) and particularly Roosevelt Elk (Cervus elaphus roosevelti) both of which winter in the Union Bay area on Vancouver Island. In 1995 Keystone Wildlife Research was asked by the Ministry of Transportation and Highways to investigate the need for wildlife fencing when construction of the Inland Island Highway had begun.
